Amazon sells packs of Velcro style cord wraps that work for a number of things including keeping your paper towel roll in check. Sometimes the easiest solution seems so obvious once we see it. These are very easy to quickly undo and rewrap.
Another way that works well is to upgrade to a Kamenstein paper towel holder.
They have a ratchet system that prevents the roll from spinning freely and unrolling itself.
